What is OPMI?

OPMI, or the Office of Performance Management and Innovation, is a shared service office for the Massachusetts Department of Transportation (MassDOT) and the Massachusetts Bay Transportation Authority (MBTA). OPMI focuses on data analytics, data management, and data-driven research on transportation performance in the Commonwealth. OPMI is responsible for Tracker, MassDOT’s Annual Performance Report, the MBTA Open Data Portal, and the MBTA Performance Dashboards.

Tracker

Tracker is MassDOT’s annual report card to stakeholders—including elected officials, agency leaders, and system users—reviewing progress toward the goals outlined in Beyond Mobility, its long-range transportation plan. It highlights where the agency is succeeding and where it faces challenges. Required by Chapter 25 of the Acts of 2009, the report provides a high-level summary of statewide transportation outcomes and the day-to-day work carried out by MassDOT employees.

Open Data Portal

The MBTA Open Data Portal is a publicly accessible resource for transportation data, providing geospatial and attribute datasets on MBTA services such as routes, stops, ridership, and infrastructure. The site supports transparency and data-driven decision-making by allowing planners, researchers, and the public to explore, visualize, and download authoritative information that is routinely updated to reflect current data.

Performance Dashboards

The MBTA Performance Metrics dashboards are a set of public-facing tools that present key measures of transit system performance, including reliability, ridership, financials, and customer experience. They provide the same data used internally to evaluate service, allowing users to view performance across routes, modes, and time periods in a clear and accessible format. By offering regularly updated metrics and detailed breakdowns, the dashboards promote transparency and help track how the system is performing over time.

OPMI Data Blog

The OPMI Data Blog is a public platform that highlights analyses, methodologies, and insights behind the data used to understand and manage the transportation system. Through regularly published posts, it explores topics such as ridership trends, performance metrics, survey results, and new analytical tools, often introducing new datasets or explaining how metrics are developed and refined. By combining technical detail with accessible storytelling, the blog provides transparency into how data informs decision-making and offers deeper context for the metrics and dashboards used across transportation systems.
